Sports Competition

Daporijio, Jul 19: Various sports competitions, including athletics, for U-16 age group are being conducted in all administrative blocks of Upper Subansir District  to promote sports activities in rural areas as well as identify the sport talent.

The team led by Upper Subansiri District Sports Officer G. Karbak  has so far conducted the athletics and other sports competitions at five circle headquarters of Gusar, Chetam/Giba, Puchigeko, Dumporijo and Baririjo.

Two hundred (approx) school children participated in the competitions.

Earlier, the DSO also conducted 3 days Kridashree training under PYKKA at the Higher Secondary School, Daporijo, which was attended by 42 Kridashree and 2 block Kridashree along with Master Trainers.

The programme is being sponsored by the Directorate of Sports and Youth Affairs, Govt. of Arunachal Pradesh. DIPRO

 

Stop earth cutting

ITANAGAR, Jul 19: Adhoc Committee Action for Restoration of Youth Hostel and Forest Colony Road, Naharlagun has appealed to the Capital District administration to restrain illegal earth cutting in the vicinity of youth hostel and forest colony, Naharlagun. The Committee claimed that water supply line to youth hostel is going to collapse due to land erosion below the road followed by illegal bulldozing of land.

 

ANYA ends infighting

ITANAGAR, Jul 19:  Both the groups of All Nyishi Youth Association (ANYA) conducted a joint meeting today in order to resolve in-fighting between the Taring Mama-led ANYA and Achung  Yumlam- led ANYA groups.

The meeting attended by former ANYA presidents  Ngurang Changriang and Tarin Nabam and  executive members of both the factions after discussion for reconciliation and amicable solution to present impasse, decided to end factional fight and passed resolution endorsing Achung Yumlam as ANYA president and Tadar Bingley as general secretary. Henceforth, there will be one president - Achung Yumlam and one general secretary – Tadar Bingley, the house resolved.

The house further unanimously resolved that all official correspondences made during the period of Taring Mama  such as declaration of election on Sept 9 shall stand cancelled.

Both Yumlam and Bingley  have requested  former president Tarin Nabam to handover the official file relating to the Association  and decided to organise oath taking ceremony along with handing over of the charges to new executives.

 

Bharat Jyoti award for Tarin Dakpe

ITANAGAR, Jul 19: Papum Pare ADC Tarin Dakpe has been conferred Bharat Jyoti Award  by the India International Friendship Society (IIFS)  in recognition of his outstanding performance, especially as managing director cum CEO of the A P State Cooperative Apex Bank Ltd during 2006.

Former Assam and Tamil Nadu governor Dr Bhishma Narain Singh presented the award at a seminar on economic growth and national integration held at New Delhi on July 16.

Expressing satisfaction over his performance, Dakpe in a release  said that the Apex bank has now re-started banking business smoothly  and qualified for borrowing from any financial institutions for micro financing to the agricultural farmers and self-help groups.

 

Federation appeals

ITANAGAR, Jul 19: All Arunachal Youngster United Federation (AAYUF) has appealed to the Capital Complex deputy commissioner to provide immediate relief to landslide affected people in various parts of Capital Complex during last 48 hours.

It further appealed to the department concerned to press the manpower into service to early clearance of drain and road blockade in various areas of the Capital Complex.

 

Condolences

ITANAGAR, Jul 19: The District Agriculture Officer and staff  of Upper Siang expressed deep shock over sudden demise of T. Mibang, AFA(SR) on July 16.

In a condolence message, the DOA said that Mibang’s untimely demise has caused irreparable loss not only to family but also to the department.

The staff of Agriculture department prayed for eternal peace of departed soul and conveyed deep sense of condolences to bereaved family.

 

Forest officials unearths  illegally operated saw mill

ITANAGAR: Acting on a tip off, the staff of Namsai Forest Division led by Aduk Paron, Divisional Forest Officer, Namsai and Jeevan Kumar Saikia, Range Forest Officer, Wakro seized the machineries, sawn timbers including round logs from an illegally operated saw mill at Wakro falling under Namsai Forest Division today. Terming the raid as a fruitful one, the Divisional Forest Officer cautioned all the Range Forest Officer’s under him to be more vigilant and deal with such offence strictly.  Further, he also requested the public of Wakro not to encourage illegality in the area but to save the forest vis-à-vis save the humanity. All the seized materials will be disposed off as per Govt. procedure.

 

IBCS lauds Pema

ITANAGAR: The Itanagar Buddhist Cultural Society (IBCS), having members throughout the state, has lauded WRD & Tourism Minister Pema Khandu for his initiative for the success of 32nd Kalachakra initiation at Bodh Gaya from December 31 to January 12 next and “World Peace Prayer” at Buddha Park, Patna on January 1 next.

His gesture would go a long way in facilitating the Buddhists, particularly of the North Eastern region, to take part in the global events.

PHED Water Supply installation damaged

Itanagar: PHED Water Supply installation in the capital and the district towns have been heavily damaged due to torrential rain. Dept has been put on high alert to be on standby with manpower and resources to respond to any eventualities. Restoration would be undertaken on war footing and yet in a planned manner with safety and well being of the workers in mind, said a dept release.  Public have been requested to cooperate and not panic.

 

CM assures Tirap students

ITANAGAR: Chief Minister Jarbom Gamlin has assured All Tirap District Students' Union (ATSU) to consider the Khonsa-Joypur road via Hukanjuri under the inter-state road connectivity.

A delegation of the students union which met the CM at his residence discussed various developmental issues with the chief minister. The brief meeting was also attended by Horticulture & Agriculture Minister Honchun Ngamdan.

Meanwhile, ATSU appreciated the CM for his assurance to work for all round development of Tirap district.

Landslide create havoc in Capital, three dead

ITANAGAR, Jul 19: Three persons are reported dead due to landslide in the capital Complex triggered by heavy rain on the intervening night of Monday-Tuesday. Several others are reported injured with some in critical condition.

The  City Police SP Chukhu Apa said that  Police have identified the dead as Md Rokul Islam (4 years), Lakhan Rai (45), Nandan Dorjee.   The deaths occurred near Heema Hospital, beneath All India Radio Colony and Lobi-Panchali in Itanagar.

Many road stretches in the Capital region are under mud and water because of heavy landslide. Several sector roads are also snapped.  There is breach in several stretches of NH-52-A and road leading to Rajiv Gandhi University is also reported to be affected due to landslide.

Although, the heavy rain is considered to be the major factor for the cause of landslides, but the unplanned earth cutting around and within the state capital have increased the risk of landslides. The UD and PWD department’s half hearted attempt at beautification of the Capital Region was another contributing factor in the landslide. The protection walls built as part of the beautification process led to landslides on many areas in Itanagar. While the drainage system was clogged at many areas, thanks to earth cutting to build these protection wall, which has rather proved to be destruction walls.

The landslide has also damaged property worth lakhs of rupees of Heema Hospital.

The laboratory and generator rooms which were constructed in the ground floor were severely damaged and the staff quarter building of the hospital constructed on the other side of the rivulet was also under water due to blockade of rivulet (nallah). Another landslide occurred at the back side of Akash Deep, Itanagar were two SPT buildings of Tarak Tajam and four other OBT houses were totally damaged this morning.

Beside these, incidents of tree and bamboo uprooting and clogging of drainage system occurred at different parts of state capital.

At Doimukh, the resident of Nabam Tagam, Goan Bura of Doimukh was completely damaged early this morning at around 4 am. His son Nabam Robin and his wife were severely injured and admitted at General Hospital Naharlagun for treatment.

The police team and Circle officer Pama Bagang visited the spot. The main cause of the incidence is due to random earth cutting to make way for NF Railway. Meanwhile, Doimukh-II ASM- Chairperson Nabam Vijay appealed to the Concern Authority to compensate the victim and direct the rail contractor to build SPT Building against the damaged building.

It alleged that the Goan Bura had repeatedly requested the NF Railway contractor to fill the hollow gap that existed due to earth cutting but the concern contractor failed to do so.

It also urged the authority to verify the spot and assess the loss.

The ASM also appealed to the state Government to construct two lane road connecting Doimukh and Harmuty via Gumto Village and provide proper flood protection to Gumto check gate as Gumto personnel Barrack is under threat from the nearby streams.

 The gushing rain water also caused damages to the  Maa Book Stall, Doimukh. Properties worth Rs 2 lakh has been damaged due to flash flood.

 Meanwhile, witnessing the increased water level of river Siang and incessant rainfall in the last couple of days, a Pre-Disaster Mitigation (PDM) meeting held in Pasighat this morning. An a precautionary measure, there was a discussion to put on alert emergency services including medical, potable water, fire-tenders, alternative link road connectivity, rescue operations.

 

 

CM announces exgratia, Singh cautions

ITANAGAR, Jul 19: Chief Minister Jarbom Gamlin today visited various landslide-affected areas in the state capital that was triggered by the torrential rains that have continued since last night. Taking stock of the loss of life and the damages caused, he announced an immediate ex-gratia payment of  Rs 1 lakh to the next of kin of the 3 deceased persons. In addition, he also directed for necessary medical expenses to be provided to the injured and for relief to be provided for house and property damage, as per govt norms. He was accompanied by Parliamentary Secretary Lokam Tassar and SP, City Chukhu Apa. A team led by Director, Relief and Rehabilitation also made visits to all the sites to assess the extent of the damage.

Earlier in the day State Home Minister Takar Marde too visited the affected sites and took assessment of the situation.

Arunachal Pradesh Governor Gen JJ Singh has expressed shock and deeply mourned the loss of precious lives due to landslides in different parts of Capital Complex. While conveying sincere and heartfelt condolences to the bereaved families on behalf of the people of Arunachal Pradesh and on his own behalf, Governor urged upon the people of the State to be more cautious during the rainy season and to take necessary precautions.

 

HM to visit Tirap, review law & order

Ering sanctions Rs. 2 lac for bridge construction

KHONSA, Jul 19: Arunachal Pradesh Home Minister Takar Marde is visiting insurgency- hit Tirap District from July 27 to 29. During his whirlwind tour to the District, the Minister will visit Kanubari, Deomali, Lazu, Wakka , Longding and Pongchau. He is likely to hold a series of meetings with public and Government employees. He will also meet the security  forces engaged in counter insurgency operations and also try to have proper grasp of the ground realities vis-à-vis insurgency related incidents in the district.

It will be his maiden visit as Home Minister and the people are looking forward to his visit with hopes and high expectations.

In connection with the proposed visit of the Home Minister, a meeting was held in the DC’s chamber today in which local MLA Kamthok Lowang, HoDs and public leaders attended.

MLA Lowang while throwing light on HM’s proposed visit asked the participants to apprise the visiting dignitary about problems faced by them properly. He also spoke at length about the steps initiated by him for all round development of Khonsa in particular and the constituency in general. He appealed to all to co-operate with the state government for speedy development of the District.  Tirap Deputy Commissioner W. Lowang asked all to be fully prepared to receive the Home Minister.

Meanwhile, Lok Sabha member Ninong Ering honouring the request of DoTC chairman Yumsem Matey and Laju BDO-cum-CO NL Nam sanctioned Rs 2 lakh from his MP LAD fund today for construction of a hanging bridge over Barap River.

The bridge between Senliam and Laju would provide shortest link covering a distance of 3.5 km to Laju, one of the oldest CO HQs of Tirap district with a population of over 10,000.

The work would begin on war footing soon, assured Matey and thanked Ering on behalf of the people of Khonsa West constituency for his gesture.

 

More youths must take up Library Movement forward: EAC

CALSOM to strengthen reading movement in Lohit

ITANAGAR, Jul 19:  “Bamboosa Library Tezu and the reader-activists of the Lohit Youth Libraries have shown an excellent model to promote reading habits across villages. Now more youths should come forward to spread the library movement to other areas.” said  H.N. Dubey, EAC, Tezu as he addressed a gathering of bright-eyed young students, teachers and parents on July 16 at Tezu.

He was speaking as chief guest at the valedictory function of the 5th Annual Day Celebrations of the VT-AWIC Youth Library Network, Lohit.  Dubey, speaking on behalf of DC Lohit, complemented the Library In-charges, reader-activists and library volunteers who joyously spared their time, energy and resources to inspire others to discover the joy of reading.

M. Rina, Dist Program Coordinator, RMSA, Lohit, who represented DDSE Lohit, also applauded  Etalo Mega, the Library I/c of Bamboosa Library and the library activists for their spirited efforts to reach out to Govt. school students.

 Speaking on the occasion, Vijay Swami, Fulbright Scholar & Project Director, RIWATCH, Arunachal Pradesh, used interesting examples to demonstrate that an efficient reader uses speed-reading with his mind perceiving only the meaning from the passage. His mind does not take note of the spellings of individual words. “Parents and teachers should therefore be judicious not to over-emphasize rote-learning of spelling by children.”

Highlighting his close involvement in the Lohit Youth Library Movement during the last 4 years, Bajai Pul, Patron, Totochan Library, Hawai expressed his joy and satisfaction in the youth Libraries creating an enchanting spell on their readers and hoped that the Network will spread to more areas of remote Anjaw. He also assured the audience, in his capacity as Chairman of CALSOM, that his organization CALSOM would take up promoting the Youth Library Movement in the region.

The valedictory function concluded with a spirited skit & recitation display by the young reader-activists of the Police Welfare Children’s Library, Tezu and the Bamboosa Library, who brought home vividly the magic that books can do on a reader’s mind and spirit.

The audience roared with delight as young Nikita, Dona, Neha, Geetanjali and Kanchan recited poems with verve. This was followed by two hilarious skits “Marta na kartaa..” (Punit Tiwari & team, Bamboosa Library) and “Three friends” (Susmita & team, Police Welfare Library), the last one an adaptation of a piece from Jr. Chandamama by  Bialu Kambrai, a reader of Wakro Library.

 The highlights of the 2nd day’s program was a workshop on the Joy of Using Digital Camera by Sri Vijay Swami, who introduced various aspects that an amateur photographer needs to know. “I have discovered many new ways to use my digital camera”, said an excited Sri. Yogesh Kumar, a cl. IX student-participant.

The first day’s celebrations, upholding the Library Network’s maxim, “Reaching out to the rural Youth” was a Skit & Book reading training workshop by library activists at Mekailiang, outside Tezu.

Nearly 16 volunteers headed by Arpita Dwivedy (Bamboosa Library Tezu) and Sonali Singh (Police Welfare children’s Library) organized a thrilling training in which nearly 80 students from cl.V to VIII of the local Govt. Middle School participated.  

Speaking of the workshop, L.B.Choudhury, Head Master spoke warmly of how his students found the books coming alive through these young reader-activists.   

The Coordinator, VT-AWIC Youth Library Network, placed on record the wholehearted support of the district Admn, Education Depts of Lohit and Anjaw, volunteers who provided adult time and training, parents and teachers who supported its activities. He recalled that the Library Movement could grow only due to the generous patronage of H.E. the Governor Gen (retd) J.J. Singh, Patrons in the state and friends from all over the country and abroad.

ITANAGAR, Jul 19: Tennis like score continues in the second State Level Tiger 7 Soccer Tournament as Capital Complex Sports Club A trounced Toru Panchat Youth Club 7-3.

Kipa Takum, Kago Chama and Tagio Raju struck two goal each while Lindum John one in 46 minute to help CCSC trounce TPYC 7-3.

For TPYC, Tayer Tapa found the net twice in 45 and 46 minutes before the team took lead for a brief through a goal from Lagung Sonam in 15 minutes.

In another match of the day, Indo Tibetan Border Police Force, Kimin thrashed Model Sports Club by 5-1 goals.

Amit Liven Beck of the para military force team scored hattrick with goals in 9, 19 and 28 minutes. Mahesh Ekka and A Suresh Singh scored a goal each in 50 and 51 minute.

The consolation goal for Model Sports Club was scored by Techi Takar in 12 minutes.

Students asks SBI Pasighat to behave

ITANAGAR, Jul 19: A delegation of All East Siang District Students’ Union (AESDSU), APCF and J.N College Students’ union, Pasighat led by Tobom Dai, Spokesperson AAPSU today called on the Branch Manager State Bank of India’s Pasighat branch.

The meeting was necessitated owing to failure of the SBI branch in fulfilling customer service inspite of its big promises. The delegation highlighted the frequent breakdown of SBI ATM in Pasighat Township that has become a cause of great worry to the people. A memorandum was submitted to the Branch Manager in which the students highlighted the frequent non-functioning of ATM in whole of the Pasighat Township. They gave the authorities fifteen days to sort out the problems of the citizens.  The students said that the indifference & laid back attitude shown by SBI Pasighat is matter of great concern. The recurring problem has been brought to the notice to the authorities several times, it said and added that the dilly dallying tactics and shifting of responsibility instead of looking into the matter fromyour end will not be tolerated any more. The students further called for opening of sub branch of the SBI which has been already earmarked for pasighat town.

 

Fake currency notes seized

DIRANG, Jul 19: The Dirang police here recently seized counterfeit currency notes running into thousands of rupees during the course of a raid at the daily market.

Dirang police station officer-in-charge SI B.S Sharma said, “ After receiving a tip off that large cache of fake currency notes were going to be exchanged at Dirang market, we laid a trap. One suspect and a GREF staffer Dal Bahadur Tamang, who had come down from Naga GG area deposited Rs fourty thousand, all in five hundred notes to a prominent bussinessman at Dirang market. On verifying authencity of the notes, it was found that Rs ten thousand were fakes”. The culprit has been arrested and remanded to judicial custody for further enquiry under Dirang P.S Case No.08/11 U/S 489 (B)/489 (C). The OC further said that they had intimated all business houses to remain vigil and inform the police on reciept of similar fake currency notes.  “ We are expecting more siezures and arrests in the days to come as our West Kameng SP S.B Tamang is personally taking keen interest and monitoring the case”,added Sharma.

The raid party comprised of OC SI B.S Sharma, H/C L.Dondu and cadets T.Noksang and T.T Bapu.

 

Training on court procedure for labour and employment

ITANAGAR, Jul 19: A three days training Programme on “Court Procedure for Labour  and Employment Officers”  commenced at Administrative Training Institute, Naharlagun  from today.  The programme is being organized under the 100 per cent Course Fee sponsorship of Deptt. of Personnel  and Training, Govt. of India, under its plan training assistance. As many as 16 officers belonging to the labour and employment department posted in different districts are attending the programme.

Huzar Lollen, Secretary (P and AR training) in his inaugural address as the Chief Guest informed that this training programme is the first of its kind to be organized by the Administrative Training Institute. He stressed on the importance of this training as the officers have  to shoulder the responsibilities  regarding enforcements of many laws  and Acts which are of quasi judicial nature. This training will be a good opportunity to acquire knowledge on the fundamental aspects of laws while following the  court procedures. He asked the officers to keep in mind the principles of Natural Justice while discharging their duties as quasi judicial officers. This training would definitely help in making them more competent and confident, he added.

Earlier the Dy. Director (Training) T Lodo sought the cooperation of the officers for the success of the training programme.  The guest resource persons are -Tadu Tamang and Nikfta Danggen, Advocates of the Guwahati High Court Itanagar Permanent Bench.  P Tayeng,  Asstt , Director (Trg) and Course Coordinator submitted the details  of the course content of the three days Training Programme.

 

Anini finally gets a X-Ray machine

ANINI, Jul 19: Much to the relief and convenience of the general public of this land locked area, the X- Ray machine of the District Hospital which was defunct for want of Technician and major repair is not fully functional.

The X- Ray machine which was lying defunct since long was made functional by providing necessary accessories and an X-Ray technician.

Initiative taken by the Deputy Commissioner was seen bearing fruit with functioning of the X-Ray machine.

Interacting with MOs and other Medical staff of the District, DC appreciated the efforts put in by Dr. Y. Yomcha, Dr. S.Migri and categorically extended his heartfelt appreciation to Jindal Power Company Ltd for sponsoring an X- Ray Technician. Further DC urged the Medical staff and Technician to handle machineries of the Hospital   with extra care as it is directly relates to human lives.

Prior to this, public had to travel all the way to Roing even for minor X-Ray. Attendants of Patients present in ceremony thanked DC for his kind initiative and concern on improving health care services of the District.

Computer training prog for ministerial staff

ITANAGAR, Jul 19: Lower Subansiri  Deputy Commissioner  Nila Mohanan has inaugurated a two-week long computer based Training programme on office Automation Course for ministerial staff  of the district  at National Informatics Centre at Ziro today. The programme was sponsored by the department of Department of personnel and training, Govt. of India through Administrative Training Institute, Naharlagun.

The advent of computer technologies has made the office works paperless, faster and lighter, said DC in her inaugural address.  Such training of officials on office automation is very important as the office works are almost impossible without computers, she said.   The DC further said the  knowledge obtained from the training can be very beneficial for the offices as well as the concerned trainees in their daily life and help their children in learning computer.

Suggesting the trainees to be sincere in the training, she said the training can be made more meaningful and lively with interactions and practical sessions. 25 ministerial employees of DCs office and allied departments are  participating in the  training.  DIPRO

 

Community hall inaugurated

CHANGLANG, Jul 19 :The Inter-Community Cultural Hall at Diyun under Changlang district was inaugurated by Manan Gam Singpho, Head GB of Kumchaikha village yesterday in presence of MP Ninong Ering and Parliamentary Secretary C.C. Singpho.

Speaking on the occasion, the HGB said the hall constructed  under MPLAD fund  at an estimated cost of Rs 20 Lakh  would facilitate to conduct any mega cultural activities. He appealed all to take care of this asset and maintain communal harmony among cross section of people for peace, progress and all round development.

Ering expressed his pleasure that he could fulfill his commitment to the people of Diyun circle by providing an Inter-Community Cultural Hall. Ering, termed Diyun Circle as a mini India, where different ethnic group with different language and religion are living happily.

Responding to a memorandum submitted by the people of Diyun circle, Ering asked Executive Engineer, WRD, Tezu and Bordumsa to prepare an appropriate estimate to carry out flood protection works from the source level. On construction of road under PMGSY and Bharat Nirman Roads under Diyun and Bordumsa circle, he said it needs consultations with the chif minister and Ministers concerned and local MLA. He, however, assured to look into it. Regarding construction of an auditorium at Govt. H.S. School Diyun, he sanctioned Rs.10 Lakh as first installment. He appealed all to extend help and cooperation to the Govt for rapid development of the area.

Singpho said that Diyun Circle where ten communities, viz. Singpho, Nocte, Khamti, Chakma, Hajong, Adivasi, Nepali, Deori, Adi and Ahum are living happily by maintaining communal harmony and mutual help and cooperation, should be an example for the rest of state.

He asked Agriculture and Horticulture departmental officers and field functionaries to impart proper knowledge to the farmers on modern technology on Agriculture, Horticulture and Fisheries  as the agro climatic condition of Diyun and Bordumsa area highly congenial for growing any crop including Fisheries to boost the economy of the people.

World Population Day observed at Khonsa

KHONSA, Jul 19: World Population Day 2011 with the theme – “Seven Billion Actions” and the slogan in India “Small family- Overall Development” was observed at Borduria near Khonsa today.

The campaign was attended by village Chiefs, GBs, PRI members and intellectuals of the adjoining village like Kaimai, Laptang, Poakam and Pullung .The campaign was organized by District Health Society Khonsa.

Dr.K.Perme DRCHO Khonsa explained the gathering that 11th July of every year is observed as World Population Day by international community initiated by Governing Council of United Nations Development Programme to raise awareness on global population issues.

Dr.S.Ronya DMO Khonsa briefed the gathering the immediate cause of population explosion in India. He informed the gathering that 1.21 billion populations in India, second most populous country in the world, are directly related to poverty and illiteracy. .

Dr.K.Matey MO motivated and demonstrated the various contraceptive measures for family planing available in the district.

Prominent figures of the area like Tikat Dada, Tedium Lowang and women welfare committee representative Chaki Lowangmedam also spoke on the occasion.

ITANAGAR, Jul 19: West Siang Students’ Union (WSSU) alleged that some schools in West Siang District are imposing hefty fees for admission in the Schools especially in primary and middle schools, which is against the Right to Education Bill.

While condemning the high fees being charged for admission, WSSU suggested those school Authorities to stop such practices and refund the fees at earliest otherwise the West Siang Students’ Union will take up the case as per our constitution and go for further democratic course of action.

It said that as per the 86th constitutional Amendment Act children would get fundamental rights to Free and Compulsory Education. The rights of Children to free and compulsory Education Bill, 2009 seeks to provide free and compulsory Education to children aged between 6 to 14 years and also earmarks 25 percent seats to weaker section in private schools.

Further, the financial burden to implement the bill will be shared by the state and the centre.

Make bandhs a peaceful weapon, not a growing culture

Dear Editor,

I feel there is an urgency to rename the state to "Karunachal Pradesh" the land wailing in pain, after the series of events our state has witnessed in the past few years. The peaceful hilly state is in chaos; corruption, insurgency, communalistic violence, ineffective law and order, etc etc. The state has been on the news for all the wrong reasons. And to make it worse the frequent bandh calls in arunachal.

It seems disrupting the public life and living has been a habit for the various organisations active in our state. And the most unfortunate remorse is that, some of the major student organizations, at which we youth rely upon are also actively participating in such unethical bandhs.

Seems like nothing much has been increasing in our state, isn’t it? Thats not true though. Insurgency, corruption, crimes, natural and artificial disasters have increased ,and yes the most important significant increase has been in the number of organisations in our state. I dont understand the need for existence of most of these organisations. But the reason for concern is not the existence alone, the frequent bandhs they call creates unwanted nuisance to the innocent public who is always made the scapegoat.

It wasn't long ago when as a resident of Pasighat ,i used to curse the active organisations of Dhemaji district of ASSAM when they called frequent bandhs , disrupting our only route to Itanagar. But probably the curses has been reflected back on me and now my own Arunachali people are running a spree of bandhs all over the state for their own reasons. I should ask the organisation heads, a simple question . "who do you think are effected the most from your bandhs?".

The state govt, whose attention you are trying to grab, the govt officials, who enjoy a free holiday?  The accused who must be sitting around a corner in his desk somewhere and enjoying the bandh with a morning tea. No, none of them suffer. The govt. doesn't even bother to read your bandhs, the officials enjoy it. The one who suffer the most are the lower middle class and the poor section of our society. Ranging from  people involved in business firms, shops, vegetable vendors, transportation business like auto, tempo, trekkers etc. These are the group of people who are daily wage earners. A single bandh of yours leads to their family sleeping empty stomach. The helpless people are stuck between  the gibberish unions and stubborn government. Everyone is busy with his own deal , no one hears the cry of the common man.

Bandhs are one of the most powerful and widely accepted method of non violent protest against the governing body  all over the world. But it hasn't been effective in our state in recent years. Have you ever wondered why? Its because the public is agitated by the obsessive bandh calls. They support the bandh half heartedly, and how can you expect a bandh to leave a mark when the public participating is itself not interested.     Why won’t the common man be agitated when different organisations call for half a dozen bandh every month? I feel the reason for such agitating situation is the presence of innumerable organisations who tend to confuse the public rather than work for their welfare. The communal diversity in our state is an exotic heritage. We need to culture it well by staying united and working under a single umbrella. Factional unions will only break up our integrity and there would be no good result.

It’s a humble request to keep the bandh as the ultimate and last option. Frequent bandh calls would be pesky for the common man and instead of gaining support we may lose many.

It is true that many a times the govt. Policies or atrocities need to be boldly opposed through bandhs and strikes. But that doesn't mean that every now and then an organisation comes up with his own issue and calls for bandh. Our state is feeding on centre's funds, providing minimum economic output, like an irresponsible child , enjoying and making merry on its parents money. But we are still on a rage to kill our half dead economy by these frequent bandhs. Better and legitimate ways of protest need to be carved out for the well being of the innocent public. We cannot die in hunger every time, to support your cause. It’s a sincere and kind prayer to all those bandh calling unions, please think about the citizens who would be sleeping empty stomach to support your cause, think about the thousands of classes that would be lost when the students are forced to sit in their homes, and do think of the needy and helpless people who curse their heart out , after suffering from your bandhs.  Make bandhs a peaceful weapon, not a growing culture.

Do some good works instead

Dear Editor,

I on behalf of the Jomlo Mobuk Dam Affected Welfare Association (JMDAWA) condemned and criticized the statement made by the so-called Jomlo Mobuk Circle Welfare Association (JMCWA) in this daily on July 13.

I am a bonafide and local citizen of this area but never heard about such Association. I being the member of the JMDAWA would like to suggest the said Welfare Association to do welfare activities for the people of the area instead of creating disturbance in the activities of other organization for personal interest or political grudge.  

It is further clarified that the delegates from Jomlo Mobuk Dam Affected Welfare Association went to Delhi for submission of memorandum before the Union Forest and Environment minister with a request to fulfill its demand immediately which were submitted to the state Govt and construction company earlier many a times but not to support the construction of the Lower Siang Hydro Power Project.  Moreover, the BJP MLA did not initiate the Delhi programme, we the Welfare Association invited him to lead us in Delhi.

We, being the Welfare Association, are doing nothing without the knowledge of the public. Even before leaving for Delhi we had conducted a circle level public meeting at Circle Office, Jomlo Mobuk. The delegates from all the villages of the circle attended the meeting to place their grievances before the public and voices of the majority was heard and their grievances included in the memorandum.

I would also like to know who the people being mobilized by the construction company with money power. Is it BJP MLA or are the dam affected welfare association?

I strongly urge the said Association to answer the question and apologize for maligning the reputation of the MLA and executive members of the Dam Affected Association in particular and public of dam affected area as a whole. In case of failure of the association to do so, we shall not hesitate to move appropriate forum against such un-thought statement.

For the sake of the students

Dear Editor,

The Education Directorate has made it mandatory to open SB accounts for stipendiary in all Inter village schools and school which have hostels in Arunachal Pradesh which is praise worthy. But where will the boarders of Kongsa, Vijaynagar, Dambuk, Soha and many more far flung boarders open SB accounts. Each boarder will spend more than 4000/- to get 3000/-for a ten month's session. I therefore, would like to request the Directorate to instruct DDSE's of all districts to open SB accounts of each boarder collecting required documents from each boarder through Principal, HM and Teacher i/c for those school which are more than 50 km from the District HQ and State Bank of India or any branch of Nationalised bank. If is done as requested, it will save not only poor student's money but also a week's study period.

The fake certificates

Dear Editor,

"Scrutiny of B.Ed certificates necessary" by Olik Megu, is indeed a very serious problem now days, not only in Education Deptt but in every department. Sometimes it surfaces and then whitewashed with the power and money.

Very recently news of an engineer with fake certificate was published in this very daily.  But no one knows what happened. Many working professionals are with fake certificates from Peon to white collar professionals. Government and concern departments need to do something now.

Cancer patients and their needs

Dear Editor,

I would like to echo the plight of cancer patients in our state. In the last few years many people have succumbed to cancer as a consequence of shortage of monetary resources. The exorbitant cost of preliminary tests coupled with absence of secondary treatment facility has made it sort of mandatory for patients to migrate to other states which is no mere cakewalk for most patients.

I appeal to the state govt to kindly cater to the needs of this section of the society. Providing financial support in the initial stages of cancer would prove a welcome step in this effort. Also civil society may contribute a mighty lot by mobilizing public opinion in this regard which would coerce the govt into action.

Take action

Dear Editor,

I would like to request our forest department officials to take necessary strict action against the bench saw mill owner who are running and setting saw mill illegally without any fear under safe umbrella of selfish locals. Most of the labourers and owners are outsiders and exploiting our natural gold. Now, mainly in Tezu area forest were cleared by timber smugglers. If effective action is not taken, forest will vanish in coming days.

Land Acquisition Bill

 

The Prime Minister gave a green signal to integrate the provisions for rehabilitation and resettlement within the Land Acquisition Bill. Commensurate with National Advisory Council’s recommendations, the bill aims to solve the policy conflict between The National Advisory Council (NAC) and states.

Union Minister for Rural Development Jairam Ramesh proposal to integrate in one bill the provisions for land acquisition and rehabilitation and resettlement is similar to what the Sonia Gandhi-led National Advisory Council had suggested.

However, his Ministry would prepare a separate rehabilitation and resettlement bill for large projects and national calamities.

 NAC of India has supported 100% land acquisition by the government with adequate compensation and participation of the families involved. The proposal says that land will be acquired for public purposes only if other less displacing alternatives are not available.

It also wants that landowners be given six times the price of a plot in the area and affected families must participate in and be consulted on the acquisition.

It said no private sector player could buy land for projects where more than 400 people are being displaced.

The recommendation that government could acquire 100% of the land is a major departure from earlier suggestions to amend the Land Acquisition Act that stipulated that the government could only acquire up to 30% of the land required by a private industry.

Moreover, the government was allowed to undertake land acquisition for private projects only if the private party had already acquired at least 70% of the land.

All across the country -- mainly rural areas -- landowners are protesting the forcible acquisition of their lands for various government and private projects such as ports, mining projects, airports, power plants, special economic zones, irrigation projects, expressways, etc.

Other recommendations made by the NAC on the issue include there should be a law to ensure that before agricultural land is acquired other types of land that are more barren, less fertile or wasteland should be explored.

As seen recently in Bhata-Parsaul, in Uttar Pradesh, Jaitapur in Maharashtra, and earlier in West Bengal, land acquisition has become a political issue. As the  new Land Acquisition Bill is being prepared, and the NAC inputs will be critical.
